I read somewhere ... it was a passage that discussed the plan of the ET controllers, and how it was their intention to wait for human civilization to develop advanced technology before ... but I can't remember why this is the plan.
I thought that this passage was somewhere in the 5th interview with Neruda, but reading it again, I don't see the passage.
Hopefully somebody remembers this also, and is able to reference where it can be found?

Eventually, they tried to figure out a way to balance life between danger and security, to create a dynamic cycle that would allow advanced human cultures to survive indefinitely.
